The United Arab Emirates continues to cement its position as one of the world's most internationally recognized driving licence jurisdictions, with Emirati citizens now able to drive or exchange their UAE driving licences across 34 countries and international destinations.

The Ministry of Interior has highlighted a comprehensive range of driving facilitation measures available to Emirati nationals abroad through its "Murkhoos" initiative, which governs the recognition and exchange of driving licences globally. According to official data, UAE citizens can exchange their UAE driving licence for a local licence when residing in 34 international destinations, while legally driving using their UAE licence without obtaining a new permit in 33 of those locations during visits or tours.

What Recognition and Exchange Mean

The Ministry of Interior clarified the distinction between the two processes under the Murkhoos initiative:

  • Recognition: Refers to using a UAE national driving licence outside the country for non-residency purposes, as well as foreign nationals using their licences to visit the UAE
  • Exchange: Means replacing a UAE driving licence with a local licence when an Emirati citizen resides abroad, or swapping a foreign licence for a UAE licence when visitors become residents

"This broad international recognition reflects the confidence placed in the country's traffic management framework, driver training programs, licensing procedures, and road safety standards," the Ministry stated. "It underscores the UAE's alignment with international best practices in road safety, driver qualification, and licensing governance."

Destination List

The countries where Emirati citizens can either drive using their UAE licence or exchange it upon residency include:

Estonia, Albania, Portugal, People's Republic of China, Hungary, Greece, Ukraine, Bulgaria, Slovakia, Slovenia, Serbia, Cyprus, Latvia, Luxembourg, Lithuania, Malta, Iceland, Montenegro, Israel, Azerbaijan, Belarus, Uzbekistan, United Kingdom, Austria, Denmark, Netherlands, Poland, Finland, Croatia, U.S. State of Texas, North Macedonia, Kosovo, and Kyrgyzstan.

South Korea currently permits exchange of UAE driving licences for residents only.

Reciprocal Arrangements Benefit Foreign Visitors

Data from the Murkhoos service also indicates that citizens of 53 countries can exchange their national driving licences for a UAE licence upon residency without undertaking practical or theoretical driving tests. Additionally, holders of licences from 52 of those countries may legally drive in the UAE during non-residency visits. South Korean nationals are similarly restricted to exchanging only upon obtaining residency status.

Exchange Requirements

To qualify for a driving licence exchange in the UAE, applicants must meet several criteria:

  • Hold a valid licence issued by an approved country
  • Meet legal driving age requirements
  • Possess valid residency status
  • Have employment, study, or residential ties within the relevant emirate
  • Successfully complete an eye examination

For certain countries, applicants may be required to surrender their original licence in accordance with bilateral agreements and memoranda of understanding.
