Dubai Malls to Introduce AI to Monitor Parking Violations
Emaar and Parkin deploy automatic number plate recognition at Dubai Mall, Dubai Hills Mall, and Marina Mall to protect disabled parking spaces with zero-tolerance precision.

Shoppers visiting three of Dubai's premier retail destinations will soon encounter a new layer of technological enforcement designed to protect vulnerable road users. Emaar Properties and Parkin, the emirate's public parking operator, have agreed to integrate an advanced AI-driven monitoring system at Dubai Mall, Dubai Hills Mall, and Marina Mall.
The initiative focuses specifically on safeguarding dedicated parking spaces for people with disabilities. By leveraging Parkin's automatic number plate recognition (ANPR) platform, the system will seamlessly integrate with Emaar's existing infrastructure to ensure these critical spots are reserved for those who need them most.
The new system operates with high precision. Once a vehicle occupies a designated disabled parking space, the AI cameras instantly scan the vehicle's registration plate. The system cross-references this data against a database of valid disability permits.
If the system fails to identify a valid permit, it immediately flags the potential violation to inspectors at Parkin's central command center. Human inspectors then review the footage to confirm the breach before a penalty notice is issued.
Recognizing that some violations may be accidental, the operators have implemented a short grace period. This buffer allows drivers who may have mistakenly parked in the wrong spot to relocate their vehicles before facing a fine, balancing strict enforcement with fairness.
Beyond the automated technology, Parkin will continue to conduct regular field inspections across the three malls to ensure comprehensive compliance with Dubai's parking regulations. The dual approach aims to significantly improve traffic flow and guarantee that specialist parking spaces are utilized correctly, reducing the frustration often faced by individuals with disabilities who struggle to find accessible parking.
This technological upgrade comes amidst a period of significant financial success for Parkin. In February, the company reported record-breaking revenue and profits for the fourth quarter of 2025. Net profit surged by 53% to Dh183.6 million ($50 million), while full-year revenue climbed 43% to Dh1.32 billion.
Looking ahead, Parkin anticipates expanding its public parking portfolio by adding between 5,500 and 7,500 new spaces throughout 2026. This expansion is projected to generate an additional Dh560 million to Dh610 million in revenue, reinforcing the company's role as a key player in Dubai's evolving smart city infrastructure.
As these AI systems go live, they mark a significant step forward in using technology to enforce social responsibility and accessibility in one of the world's busiest shopping hubs.
