Dubai has introduced a comprehensive new public safety law aimed at strengthening safety standards across the emirate, covering public venues, large events, buildings and


work.

The legislation — Law No. (2) of 2026 on Public Safety in Dubai — was issued by Mohammed bin Rashid Al Maktoum in his capacity as Ruler of Dubai and will come into effect on June 1, 2026.

According to a report by the Dubai Media Office, the law establishes a comprehensive legislative framework designed to protect lives and property while supporting the emirate’s long-term development and safety goals.

Strengthening public safety across Dubai

Officials say the new legislation aims to reduce injuries, fatalities and property damage caused by accidents while ensuring that products and services available in the market meet strict safety requirements.

The framework introduces preventive safety standards aligned with international best practices, reinforcing Dubai’s reputation as one of the world’s safest cities.

Authorities also expect the measures to support tourism and entertainment activities by ensuring safe environments at attractions, festivals and large-scale public gatherings.

Dubai Municipality to oversee implementation

Under the new law, oversight of public safety will be handled by the Environment, Health and Safety Agency of Dubai Municipality.

The agency will coordinate with relevant government bodies to regulate safety practices, monitor compliance and enforce the law. It will also conduct inspections, regulate safety standards and respond to violations across public facilities and services.

Officials say the centralized approach will help ensure consistent safety regulations throughout the emirate.

New rules for venues, events and public spaces

The law introduces detailed safety requirements for venues hosting events and public gatherings.

Operators must ensure facilities meet standards related to lighting, ventilation, equipment safety and safe entry and exit points. Limits on the number of people inside venues will also be enforced to prevent overcrowding, while noise levels must be managed to avoid hearing risks.

Additional requirements include providing firefighting equipment, emergency evacuation plans, first-aid supplies and alarm systems. Venues will also be required to install safety signage and appoint trained supervisors responsible for monitoring safety compliance during events.

Authorities say venue operators must also prepare a public safety management plan to ensure the safety of attendees.

Safety standards for buildings, equipment and beaches

The legislation also sets new safety requirements for maintenance operations, equipment and facilities used in homes, buildings and recreational areas.

These include regulations covering electrical devices, maintenance work and public facilities such as swimming pools and beaches. Property owners, operators and service providers must comply with the safety standards and related guidelines issued by authorities.

Officials say the measures are designed to reduce accidents caused by unsafe equipment or poorly maintained infrastructure.

Responsibilities for residents and visitors

The law outlines responsibilities for individuals using public spaces across Dubai.

Residents and visitors must follow safety procedures and official instructions when visiting public venues, entertainment facilities or events. They are also required to use equipment and tools according to safety guidelines and cooperate with safety supervisors.

During emergencies, individuals must follow evacuation procedures and instructions issued by authorities.

Beach safety is also addressed in the legislation, requiring beachgoers to respect designated swimming hours and avoid restricted areas.

Restrictions on hazardous materials

The law introduces strict controls on hazardous materials, including explosives, fireworks, toxic substances and flammable materials.

Handling such materials without authorization will be prohibited, and individuals will also be banned from placing dangerous substances in waste containers or collection vehicles.

Tampering with waste containers, opening sewer pipes or stormwater drains without permission will also be prohibited to protect public infrastructure.

Additionally, the law bans the sale or use of products intended for human use, entertainment or education if they do not meet the required safety standards. Any such items must include instructions for safe use in both Arabic and English.

Fines and enforcement measures

Violations of the law may result in fines ranging from Dh500 to Dh1 million, according to authorities.

If the same violation is repeated within one year, penalties could double to Dh2 million. The Executive Council of Dubai will determine the specific violations and corresponding fines.

Officials from Dubai Municipality and designated authorities will also be granted judicial enforcement powers to document violations and coordinate with police when necessary.

Transition period and legal changes

Affected parties will have two years to comply with the new regulations, although a one-time extension for the same period may be granted by the Executive Council based on a recommendation from Dubai Municipality.

The legislation replaces Local Order No. (11) of 2003 on Public Health and Community Safety in Dubai, along with its amendments.

Authorities say the updated framework reflects Dubai’s continued efforts to modernize safety regulations and align them with international standards while protecting residents, visitors and businesses across the emirate.
