Dubai’s transport authority reinforces safety rules to protect riders and pedestrians while connecting communities with improved e-scooter infrastructure.

Dubai’s Roads and Transport Authority (RTA) has issued a renewed safety reminder to residents and visitors that e-scooters must be ridden by only one person at a time, as part of a broader effort to enhance safety and expand micromobility connectivity across the emirate.

The RTA emphasised that the one-rider rule, along with mandated helmet use, adherence to designated tracks and strict speed limits, are essential to preventing accidents and protecting both riders and pedestrians. The authority encouraged the public to report unsafe behavior, such as two people sharing one scooter, to Dubai Police.

Officials pointed to a growing number of e-scooter injuries and collisions, noting that some medical professionals see more than 10 accidents a month linked to speeding e-scooters. Police have also urged residents to report dangerous riders and pedestrians have flagged safety concerns about scooters racing on pavements.

Looking ahead, the RTA plans to enhance infrastructure in residential neighborhoods to support increased use of bicycles and e-scooters as part of Dubai’s sustainable transport network. New micromobility projects will focus on linking communities to key destinations with safe street measures, including 30kph speed limits, clearly marked shared zones and “red-carpet” access points to alert drivers.

The authority reiterated that e-scooter use is only permitted within clearly designated zones and that riders must employ appropriate safety gear, dismount at pedestrian crossings and remain vigilant in shared spaces where vehicles, scooters and bicycles operate side-by-side.

Dubai Police enforce compliance with the regulations. Fines for violations include AED 300 for riding scooters on high-speed roads where they are banned and higher penalties in some communities for rule breaches. Riders under the age of 16 are also prohibited from using e-scooters.

Through combining education, infrastructure upgrades and enforcement, Dubai’s RTA aims to ensure e-scooters remain a safe and effective element of the city’s evolving transport landscape.
