The United Arab Emirates has taken a monumental step toward redefining government services by launching its first wave of AI agents to enhance tax audits, procurement, customer service, and technical support. The initiative, announced by Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, marks a pivotal moment in the nation’s journey to integrate Agentic AI into its public sector.

A Bold Vision for AI-Driven Governance

Speaking after leading the government’s national retreat in Abu Dhabi, Sheikh Mohammed emphasized the transformative potential of AI agents in government operations. He stated:

“What we are building today, under the supervision of Sheikh Mansour bin Zayed and with the support of our national teams, is not just a government project, but a model that will inspire the world. Technology must serve people and enhance quality of life. This remains the UAE’s enduring commitment to future generations.”

Sheikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister, Deputy Prime Minister and Chairman of the Presidential Court, echoed this sentiment, calling the UAE a global leader in developing a new model for future governments. He wrote on X (formerly Twitter):

“We are working to harness technology to serve humanity and enhance the quality of life, and with our national competencies, we are establishing an Emirati leadership that will drive the global transformation in artificial intelligence.”

The launch follows a series of workshops during the national retreat, where over 400 officials gathered to strategize the adoption of AI agents across federal agencies.

How AI Agents Will Reshape Government Services

The UAE’s AI agents are designed to operate with autonomy, making decisions and achieving specific goals with minimal supervision. Here’s how they will be deployed:

  1. Tax Auditing AI Agent

    • Goal: Enhance data verification and review processes.
    • Impact: Expected to improve compliance rates and audit speed, reducing manual workload for tax authorities.
  2. Procurement AI Agent

    • Goal: Streamline sourcing and improve workflows for government purchases.
    • Impact: Boosts operational efficiency and speed in acquiring goods and services for state use.
  3. Customer Happiness AI Agent

    • Goal: Provide service agents with real-time access to critical information.
    • Impact: Enables faster and more accurate responses to public inquiries, enhancing citizen satisfaction.
  4. Technical Support AI Agent

    • Goal: Assist IT teams in resolving system challenges.
    • Impact: Reduces downtime and improves the reliability of government digital services.

A Workforce Ready for AI: Training 80,000 Employees

To ensure seamless integration, the UAE Cabinet unveiled an ambitious plan to train 80,000 workers—from ministers to junior employees—in AI agent utilization. The program will focus on five key categories:

  • Leadership (strategic AI adoption)
  • Technical skills (hands-on AI tools)
  • Specialist roles (advanced AI applications)
  • General workforce (basic AI literacy)
  • Train-the-trainer programs (scaling knowledge)

A dedicated digital platform, powered by Agentic AI, will personalize learning experiences based on each employee’s role and skill level.

The UAE’s AI Ambition: 50% of Services by 2028

This initiative aligns with the UAE’s broader goal to deliver half of all government services through AI within the next two years. The nation is positioning itself as a global model for AI-driven governance, prioritizing efficiency, transparency, and citizen-centric services.
