UAE Launches Instant Bank Account for Tourists
New 'Tourist Identity' service allows visitors to open accounts digitally within minutes using biometric verification upon arrival

The United Arab Emirates has taken a significant leap forward in digital financial inclusion with the launch of a new service allowing tourists to open bank accounts instantly upon arrival. Spearheaded by the Central Bank of the UAE (CBUAE) in partnership with the Federal Authority for Identity, Citizenship, Customs and Port Security (ICP) and Abu Dhabi Commercial Bank (ADCB), the initiative introduces the "Tourist Identity," a secure digital framework designed to streamline banking for non-resident visitors.
Under this new system, visitors receive a digital identity immediately upon entering the country, powered by advanced biometric and facial recognition technology developed by the ICP. By linking this digital identity to ADCB's mobile banking application, tourists can establish a fully functional bank account within minutes. The process is entirely paperless, eliminating the need for traditional documentation and physical visits to bank branches. Once the account is active, users receive a digital debit card for immediate use, granting them access to local banking services from their very first day in the UAE.
This innovation addresses a longstanding challenge for travelers who previously faced barriers to accessing local financial infrastructure. The service empowers visitors to pay digitally rather than relying solely on cash, manage travel expenses more efficiently, and utilize secure banking tools throughout their stay. It is particularly beneficial for those on extended trips, business travelers, and frequent visitors who require seamless financial integration.
The initiative also serves as a cornerstone for the UAE's broader strategy to transition toward a cashless economy. By connecting tourists directly to the nation's payment infrastructure, the system integrates with key national platforms such as "Jaywan," the national card scheme, and "Aani," the instant payment platform. Saif Humaid Al Dhaheri of the CBUAE highlighted that the project creates "an integrated and secure banking experience for visitors from the moment they arrive."
The "Tourist Identity" system leverages artificial intelligence and biometric verification to ensure security while removing the friction of physical document checks. Suhail Juma Al Khaili of the ICP noted that the technology enables "seamless and efficient access to a wide range of services," significantly enhancing the overall visitor experience. For ADCB, the rollout represents a strategic alignment of banking services with the country's booming tourism sector. Group CEO Ala'a Eraiqat stated that the initiative supports "future-ready financial models" and strengthens the UAE's reputation as a premier global destination.
