A Senate Blue Ribbon hearing just got messy. Contractor Pacifico “Curlee” Discaya II went all out, accusing lawmakers and Department of Public Works and Highways (DPWH) officials of demanding hefty “cuts” from government projects.

According to him, some officials asked for 10% to 25% of project costs to keep things moving smoothly. If he refused, he claimed, they’d stall projects or even threaten termination.

The list of names

Discaya didn’t hold back. He named multiple representatives and DPWH officials he claimed were involved in the scheme. Among them: Reps. Roman Romulo, Jojo Ang, Patrick Michael Vargas, Arjo Atayde, Nicanor Briones, Marcy Teodoro, Florida Robes, and more.

He also pointed fingers at DPWH regional and district engineers, alleging that the payments often ended up with Zaldy Co, supposedly taking a minimum 25% share.

Political noise and doubts

Of course, the testimony lit up chatter online. Some netizens think Discaya's name-dropping was fabricated, especially since one of the lawmakers he tagged, Rep. Roman Romulo, was his rival in the recent Pasig elections. Others noticed that he skipped over some “bigger” names, including the Eusebios who are their relatives, raising eyebrows about selective accusations.

The Senate committee is digging deeper, but this drama is far from over. Whether these claims hold water or turn into just another political circus remains to be seen.
