Dubai Introduces New Public Safety Law for Venues, Events, and Public Spaces

Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai, has issued a new law aimed at strengthening public safety across the emirate.

The legislation introduces a comprehensive framework to protect people and property while ensuring higher safety standards in public spaces, buildings, and events.

The new law will take effect on June 1 and will be published in the Official Gazette.

New safety standards for venues and events

The law sets clear requirements for venues and event organisers to improve safety conditions.

These include standards for equipment, proper lighting and ventilation, safe entry and exit points, and limits on crowd capacity to prevent overcrowding.

Organisers must also provide key safety measures such as fire-fighting equipment, emergency evacuation plans, alarm systems, first-aid supplies, trained safety supervisors, and clear safety signage.

A public safety management plan will also be required to ensure attendees are protected during events.

Rules also apply to homes, pools, and beaches

The legislation extends beyond event venues.

It also sets public safety standards for maintenance work in occupied buildings and homes, as well as electrical devices and equipment.

Safety rules will also apply to swimming pools and beaches, where the public must follow permitted swimming hours and avoid restricted zones reserved for staff.

The law also prohibits handling explosives, fireworks, toxic substances, or flammable materials without proper authorization.

Public responsibilities outlined

The new rules require residents and visitors to follow all safety procedures and instructions in public spaces.

It also bans placing dangerous materials in waste containers, interfering with manholes or sewer systems, or tampering with waste collection infrastructure unless authorised.

In addition, tools or products intended for human use, entertainment, or education cannot be sold or used if they fail to meet safety standards.

Fines can reach Dh2 million

Violations of the new law can result in fines ranging from Dh500 to Dh1 million.

Repeat offences within one year could lead to penalties of up to Dh2 million.

Individuals affected by enforcement actions will have the right to submit a written appeal within 10 working days of being notified.

Appeals will be reviewed within 30 days by a committee appointed by Dubai Municipality.

Dubai Municipality to oversee enforcement

Public safety regulation will be handled by the Environment, Health and Safety Agency under Dubai Municipality.

The authority will oversee compliance and ensure the new standards are implemented across the emirate.
