Dubai Issues New Law to Regulate Engineering Consultancies

Dubai just rolled out a fresh law that tightens how engineering consultancy firms operate in the city — and it’s no small update. Issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, the new regulation aims to make the industry more efficient, transparent, and world-class.

The law focuses on classifying service providers based on their technical, financial, and management performance — basically, only the most competent players get to stay in the game. It’s also part of the city’s push to attract top global firms and keep engineering projects running on time and on standard.

No License, No Business

If you’re thinking of offering engineering consultancy services without proper paperwork — think again. The law now strictly prohibits anyone from taking on consultancy work without authorisation or operating beyond their licensed scope.

Offices must be registered with Dubai Municipality, and hiring unregistered engineers or partnering with unlicensed firms is a big no-go.

Fines Up to AED 100,000 for Violators

Those caught breaking the rules could face fines of up to AED 100,000, with repeat offenders getting hit even harder. Other penalties include suspensions, downgrades, or even licence cancellation. In some cases, engineers could be removed from the official registry entirely.

New Digital System Coming Soon

Dubai Municipality will launch a unified electronic system — linked to the “Invest in Dubai” platform — to handle registrations, classifications, and competency certificates. The move will make the entire process faster, more transparent, and fully digital.

The law will be published in the Official Gazette and is set to take effect six months after publication.
