Abu Dhabi is going all in on artificial intelligence, with a bold plan to become the world’s first fully AI-enabled government by 2027. The idea? Make AI part of everyday governance, from decision-making to public services.

How They’re Doing It

At the latest Artificial Intelligence and Advanced Technology Council meeting, chaired by Sheikh Tahnoon bin Zayed, leaders reviewed the emirate’s Digital Strategy 2025–2027. The focus is on adopting advanced tech, training government staff to use AI tools, and raising public awareness so the wider community can keep up with the shift.

The Investment Push

Abu Dhabi isn’t just talking—it’s funding. Around Dh13 billion ($3.53 billion) is being allocated through 2027 to back AI research, innovation, and adoption across government departments. Major players like ADQ, Adnoc, MBZUAI, and the Department of Government Enablement are already on board with projects.

Global Moves and Partnerships

This local push is tied into the UAE’s national AI drive. The federal government recently announced its AI system will join the Cabinet as an advisor in 2026. Just last week, President Sheikh Mohamed met with OpenAI CEO Sam Altman to explore new AI collaborations, fresh research, and real-world applications.
