Doctors in the UAE working in 13 critical medical specialties can now legally drive 40km/h over the speed limit, use road shoulders, and get live support from traffic patrols when responding to emergency cases.

The program, called ‘Bin Wariqa’, was launched by the Ministry of Interior to help doctors reach their patients faster when every second counts. It’s available through the ministry’s smart app and is designed to remove traffic delays that could cost lives.

How it works

When a hospital alerts a doctor of an emergency, they activate the service through the app. The ministry's operations team then tracks their route in real time and sends out traffic patrols to make sure the doctor gets a clear path.

To signal urgency, the doctor must install a special triangular tablet device on their car, and their vehicle must also have a green license plate to alert other road users.

Not just for convenience — it's a matter of life or death

Colonel Dr. Saeed Mohammed Al-Dhahouri from the Ministry of Interior explained that this isn’t just about helping doctors — it’s about saving lives.

“These doctors face serious challenges in traffic, and minutes lost can mean lives lost,” he said. “This system helps them get through faster, safely.”

He added that the public should always cooperate when they see a Bin Wariqa-registered vehicle, as it’s part of a life-saving mission.

Who qualifies for it?

Only doctors in 13 specific medical specialties are eligible. They need to meet strict requirements, including:

  • Holding a valid UAE medical license

  • Getting official approval

  • Completing a special emergency driving course

The program is governed by Ministerial Resolution No. 248 of 2020, which also permits the use of bus lanes and road shoulders under strict rules.

What's next?

Since its official launch in July 2020, over 97% of eligible doctors have registered. The ministry is now considering expanding the program to more specialties and is seeing growing interest from other Gulf countries.

So far, the initiative has already helped cut emergency response times by 30% — and improvements are still ongoing.
